Justice with Integrity — for people and animals

The Animal Welfare Court is a problem-solving court addressing serious misdemeanor offenses of animal abuse or repeat offenders charged with animal-related offenses. 

 

It involves a collaborative process that includes the Pima County Attorney's Office, Pima County Public Defender's Office, the Pima County Animal Care Center, Pima County Adult Probation, the Office of Court Appointed Counsel, Arizona Game and Fish Department, and Counselors. 

Former Judge Lilly Felix created this specialty court.  It is the first of its kind in the nation, and for the past few years, Judge Kendrick Wilson has been at its helm. There are very few such courts in the country, and I'm honored to carry on its good work.

 

Animal abuse is a serious crime.  Before the Animal Welfare Court, animal abuse was often minimized.  

Judge Victoria Steele presides over the Animal Welfare Court to intervene before offenders escalate.  

 

Through her leadership as Judge of the Animal Welfare Court, Victoria Steele has demonstrated a dedication to protecting animals and a deep understanding of both the law and humane treatment. Her balanced, informed approach protects animals while ensuring due process for all.

As Animal Welfare Court Judge, Victoria Steele is committed to ensuring that Arizona’s animal protection laws are applied fairly, consistently, and with compassion.

Animal Welfare Court addresses cases involving animal cruelty, neglect, and public safety. Victoria understands that these cases often intersect with broader community issues such as domestic violence, mental health, and responsible pet ownership.

Her approach emphasizes:

  • Protection of animals and public safety

  • Fair treatment for all parties involved

  • Education and prevention where appropriate

Victoria believes strong communities are built on respect—for people and for animals alike.

CORE BELIEFS

Victoria believes that every individual’s rights are sacred and that all people deserve to be treated equally and with respect. Everyone who enters her courtroom will have a fair opportunity to be heard. She listens carefully, and applies the law thoughtfully and fairly.
